Unless someone has installed something called a CAGS bypass, the 1st to 4th system is always active. It essentially forces you to shift from 1st to 4th in an effort to save gas and thereby avoids the gas guzzler tax. Most see this as an annoyance and either just "drive through it" by getting the engine rpm's up, or deactivate the system by putting in the "Computer Assited Gear Selection" (CAGS) bypass device.
if you are seeing the light, but are still able to shift from 1st to 2nd when it is lit, then you already have a CAGs eliminator installed. You do not want to reactivate this feature - it is a pain.
i dont have a cags, and its a little hard sometimes to shift into 2nd, but i do it anyway... i thought something was wrong with my tranny when i shifted from first to second and ended up in fourth
A CAGs eliminator is fairly cheap, and it is real easy to install - I know it is easy enough to shift around the CAGs, but why would you when a simple fix is available?

Cags eliminator is a very worthwhile and cheap fix. Some people will disagree and say just go over 19 mph and you're all set, but there are plenty of low speed applications where it comes in handy. I believe you can cause damage by forcing it into second if it wants to go into fourth. Get the cags eliminator.
When I had my '01 and '04 tuned, I had the 1 to 4 shift turned off in the computer...easy enough, didn't have to unplug/buy anything extra. Everything has worked great since.

This is the first time I've heard that it can be turned off in the computer. Can any tuner do this? From another Mag Red II

The 1 to 4 is a major pain that seems to activate when you least expect or need it
The 1 to 4 shift exists to help GM meet their CAFE requirements.
When this light comes on,
you can only shift from
FIRST (1) to FOURTH (4)
instead of FIRST (1) to
SECOND (2). You must
complete the shift into
FOURTH (4) to deactivate
this feature. This helps
you get the best possible
fuel economy. After shifting
to FOURTH (4), you may downshift to a
lower gear if you prefer.
This light will come on when:

You are at 21 percent throttle or less.
