Default C5 Front Flexible Bumper

I happened to have my newly purchased 2000 coupe raised on my 2 post lift and was inspecting the front flexible bumper area located under the car. I noticed that the front bumper was slotted on both sides where the lower frame bars fit through the bumper. The slot cuts look to be a little ragged like they were not evenly cut and was wondering if the factory cut the front bumper to assemble it over the frame bars. Why do these cuts appear to be ragged and uneven?

I was going to inspect a few more C5s to see if the cuts were similar. There’s no apparent evidence that the previous owner of my car may have driven onto a high curb that could have caused the bumper cuts to tear, with the exception of some minor scratches in this area.

Regards,
Dave K.

Prior to 02 GM used chain saws to cut the slots.....in 02 they switched to Black and Decker fine bladed scroll saws because WalMart gave them a mass purchase discount....$14.95 each.
