Kinda had the same problem except everyone once in awhile one headlight would not go up. Kept retrying every once in awhile and finally it would go up. Had a few responses to my thread. Someone asked if i could hear the gear spinning. Another said i needed to replace the gear. Or maybe a bad connection. No gear noise, no bad connection, and i don't think it is a gear that needs replacing. Hope this helps you. Do a search and you should be able to find some more info. Especially on replacing the gear. Good luck...

The headlight motors are controlled by the headlamp control module located under the passenger headlight on the front wheel well wall. That module sends the open and close signals to the headlights. Just behind the headlight, there is a 5 wire connector attached to the engine compartment wall. If you look at the driver's side headlight, you'll see a Dark Green wire next to a Light Green wire. These are the open/close signal wires. Both wires always have +12V in steady state.

When you turn the lights ON, the Dark Green wire is momentarily switched to ground by the control module (+12 on Light Green, Ground on Dark Green) which energizes the headlight motor to open.

Similarly, when you turn the lights OFF, the Light Green wire momentarily switched to ground by the control module (+12 on Dark Green, Ground on Light Green) which energizes the headlight motor to close.

Since both of your headlights are not closing, the problem is either the headlight control module or the headlight switch. Check the connectors on the control module, but chances are since it's receiving the open signal and sending an open signal to the headlights, and the connectors have both the open and close signals in them, the problem is not there. It's likely at the headlight switch.
