If they are the factory center caps, I put a set of vinyl decals in mine a long time ago. Still there and no signs of peeling. Got them from Corvettes Accessories Unlimited, but other vendors may sell them too.
No, I don't think you can put decals on top of the embossed logos.
I bought a set of ZO6 Motorsport wheels and the center caps had the embossed logos. I had to buy a new set of "blank" center caps and put on the decals myself.
Don't laugh but I went through this and bought a small bottle of paint at the craft store, you know, the kind they sell for model cars etc. I used a touth pick and dipped it in the bottle and "layed" it in the stamping. I used one color (black), but if you allowed drying time between coats you could do any combination. It may sound slow and tedious, but actually it isn't that bad, and the results were great. I put it on a year ago and they all still look great. Keeping a paper towel and a can of lighter fluid close by helps in the event of an accident. Just a cople of drops on the paper towell and it will clean right up. If this doesn't make sense and/or you want more info/tips let me know.
I have been going through this the last couple of weeks. I wanted the caps with decals but they sent me the embossed ones. I called and told them and they sent me the ones I originally asked for. After a couple of weeks of looking at the embossed ones, I have decided to keep them, too. That way I can switch them around from time to time.

A friend did the toothpick paint on his and they look great.
