I've seen a few folks mention that they had repairs done by the dealership and it was covered by goodwill. How do you get that done? Do all dealerships do it? Is there some kind of policy or is it a case-by-case basis?

Dealerships have a little authority to stretch the warrantee to cover stuff for longtime customers. I got my tranny case plate replaced under warrantee even though the car was 8 months out of warrantee. I've been doing business at the same place for many years and know the service manager by first name. There are limits on what can be done. Good luck.

I, too, received a post-warranty goodwill repair from a Chevy dealership I have done business with for over 14 years.
My dealer does the same thing. I give him all my cash businees along with warranty work, so they throw you a bone from time to time. Like free Synth oil changes

I've had my dealer do a few things on previous cars that were out of warranty by just a little mileage. It really just comes down to the individual dealer if they want to do this.
