Cold air intake. Always start by letting it breath better.

Ditto. Get a Honker, or at least buy a cold air system that has a closed box instead of a hot air open filter element.

Put a blower on and have some real big hp to start with, and if not in the budget what they said on the Blackwings etc and some good catbacks and long tube headers and your Vette will sound so much better

Get something like a Blackwing, Halltech Stinger, etc for better air intake. A nice set of long tube headers and a good sounding catback would be wise choices too.
