Had the first recall done about a year ago, now I have the same problem. Dealer says there is a second recall, anyone heard about this???

Yes, there are dozens of posts on the last recall.
The lastest recall removes the lockplate and installs a Harness K relay kit, so the column cannot lock, even on the manual transmission cars.
Your profile does not say whether you have a manual or automatic, but if you had an automatic, this should have been done a long time ago, since there were recalls on the automatics before GM agreed to do the same procedure on the manuals.

My deepest apologies for not noticing the fact that there was a 'sticky' addressing this subject. I can only hope that you can find it in your heart to forgive me. While I think this website is one of the best on the Internet, I have been known to go several weeks without visiting. (I lead dual life. http://community.webshots.com/user/duallydriver ) I was just so POd about being stranded again that I was ready to rip somebody's head of and s**t in the hole. I guess it is just a character defect I have and during my 'Emotional Period' I missed the sticky. Again, I beg your forgiveness.....

Ahhh, give the guy a break you all . I feel ya man, it happened to me, then the CLB came into my life and the sun is shining and all is welll again!
p.s.-screw the dealer recalls and get the CLB!

I may be missing something here. I got a 2000 C5 about two months ago with the 6-speed. I don't know if it has had any recalls done. My information from GM says no recalls outstanding. My wheel does lock when the key is removed so I take it my lockplate is still in place and that recall was not done. If GM removes the lockplate and installs a Harness K relay kit and the wheel no longer locks when key is removed, what advantage does the CLB have over the recall? Doesn't it do about the same thing?

I am wondering the same thing. With so many posts and so many opinions flying around here its hard to keep things straight. My 2000 has the 01044 recall but not the newer one (isn't it for M6's only?). I was thinking about the CLB but I read in another thread where it can cause problems if you install it with the recall.
There is a lot of info. out there about the recalls. Neither of the recalls "fixed" the problem. Thr first simply reflashed the computer....the second was more comprehensive then GM identified problems with a relay.
The one single and most consistent answer to this issue has been to spend $50.00 for the Column Lock By-Pass, spend 15 mintues to install......and forget about it.

Forget the Dealer and the Recall.....get the CLB
How many times does it have to be said to just get the CLB and be done with the dealer on this none fixable issue. Although not everyone's situation is the same but the CLB will fix 99%.
