Can a fob from my 00FRC work with a 03 Z06?

Not likely. There were three different FOB styles and two different receivers.
1997-1999 (with passive)
2000 only (without passive)
2001-2004

No. There were 3 versions of FOBs which talon90 provided above and you need the correct version for your model year.

speaking from personal experience, the 2000 will work on 97-99 less the passive option. FYI
