To be clear, the BCM will not electrically lock the column lock when the car is in motion since it only sends the lock signal when the key is removed.
However, GM did issue a recall where the clearance between the locking pin and the locking plate was inadequate which could result in the pin contacting the locking plate while the car is in motion, but this was due to extremely rare potential for the issue happening.
