Power Braking in Competition Mode-Falls flat
I just happend across it by chance when taking a friend out for a ride. I suspected it has to do with the braking perimeters shutting down power under the application of braking?

I suspect you own a 1998-2000 C5, with Generation 1 Active handling. What you describe is exactly what happens when you engage Competitive Driving and attempt to powerbrake with that generation. If you hold the brake, the further you depress the accelerator, the more the engine will downpower. This generation of Active Handling cannot be powerbraked. Generation 2 Active Handling (2001-2004) can be powerbraked in Competitve Driving. And no, unfortunately, you cannot upgrade from Generation 1 to Gemeration 2 Active Handling. There are other differences between the generations also, such as Generation 2 is less intrusive, and it can be engaged while the car is moving. Generation 1 cannot be engaged while moving. However, you can push the Comp Driving button while the car is moving and begin the, approximately 5-6 second, sequence to engagement. For example as you're rolling up to a stop sign. The car, though, must be dead stopped at the moment of timeout for Competitve Driving to engage. Me, I just drive around in Competitive Driving nearly all the time.
