All Corvette engines are certified as National Low Emission Vehicles and meet all federal and California standards. To the best of my knowledge there is absolutely no difference in engine configuration or power output.
California emissions have basically become a paper chase. Corvettes destined for CA have different emission labels, which is why there is an RPO for CA emissions.
If you buy a new Corvette without the CA labeling, CA will make you run an emission test - a total waste of time and money - before you can register the car in CA. In the very unlikely event that it failed - GM is obligated to repair it under the new car and/or emission warranty.
CA emissions has become a mindless bureaucracy, which makes owners jump through a lot of hoops. If you live in CA remember that the next time you go the the polls.
It sounds like you're in Oregon thinking of buying a CA emission Corvette. You should not have a problem registering it in any other state, but it depends on your local offcials. From my experience in Oregon - left lane bandits - can't pump you're own gas - the state has really gone downhill and is run by a bunch of environmentalist wackos since I was born in Portland so many years ago. ;)
If you buy a Corvette WITH California Emissions the DMV still requires that the car be inspected and smog tested. My new Z was ordered with Y5C ( Ca emissions) and the underhood label says "all 50 states including California" I just completed my go around with the California smog tyrants. They say all new cars must be smog tested before entering service in California.
To my knowledge, there is only one smog package nationwide, although racing models can be purchased without any smog controls.
