Bill is exactly right. NYS relies on the onboard OBD-II computer to say if all is well on 1996+ vehicles.
Also, make sure the SES (Check Engine Light) has not been on for at least 50-100 miles of mixed driving. Do NOT disconnect your battery to clear the light without driving 50+ miles of mixed driving, or you will fail.
Your OBD-II has "ready codes". When you disconnect the battery, these indicate the emissions system has not had time to prove everything is really "ok" yet. Hence, you must fix all problems, clear the codes and drive for a day or two before your inspection.
I lived in Rockland County with my vette for 2 years. It passed emmissions fine with all the bolt ons and a TR224 cam.
If they do the sniffer, make sure the cats are warmed up. I did fail once when I drive the 1/4 mile to the shop and my cats were cold in the winter. I let the car warm up, and passed the next sniffer 15 minutes later
