Adjusting headlights

I just put new Sylvania cool blue bulbs in and need help adjusting the lights. I need for them to point upward more. What's the secret?

The two big twist ***** right behind the headlights (with the hood open) adjust them up and down. Pull up right to your garage door (with it closed) and you'll be able to see which way you are moving them and you'll be able to match them side to side. Ideally, the right side could be a bit higher ttan the left..............I've got both sides on mine all the way up. Even with aftermarket bulbs, the C5 headlights are not dazzlers to oncoming traffic.

Is it necessary to take the plastic housing out or can you go in by taking out the plastic plug on the side?
