Has been a problem for a while now. It shows in the steering wheel at speeds above 70 mph. Have replaced both front wheels and tires. Have had them off and on so much from balancing attempts that I can't wait to replace the banged up lugs when it's all fixed (if ever).
Can anyone suggest an approach to this problem or have seen it.

Constant. Was balanced out by Discount Tire when I got new wheels over a year or two ago. Since I got new tires all around (pardon the pun) just haven't been able to shake it.
I assume you've checked alignment. Wheel play?
Nothing against Discount, but a decent tire shop will find the answer.
Even if it's not the one you want to hear. Try another shop.
Borrowed a friends 99' and placed his front wheels onto mine with the same results. Did not check allignment or for loose shocks; I will ASAP (great suggestions).

I've been working with similar vibration problems-start with, road forced balance, checking run out of tire and wheels. Then allignment and shocks, and then the bearings. When you do a road force balance, do all four as it is possible the vibration may be from the rear also?

Based on your comment, it's a tire problem. I'm guessing an out of round issue not a blanace issue. No amount of balancing will offset an egg shaped assembly.
Go to a reputable dealer and ask them to check each assembly with a radial run-out gauge. When you find the culprit, try rotating the tire 180 degrees on the wheel. If that doesn't work, ask for an adjustment and get a new tire.
