A buddy just installed these on a '99 6-speed w/ headers and no cats. He says there is a drone (for him) around 1300 rpm. I'm guessing with any exhaust he would have some drone. He also says that much like the Borlas it is somewhat difficult/time consuming to get everything lined up straight so the tips aren't crooked. Other than that, it appears all the welds are solid and well done, and it is definitely 304 stainless. Totally worth the price paid in his opinion.
If you keep looking you will find something that is not a question. I bought on E-Bay a B&B Rt. 66 Exhaust with < 6K miles for under $400. They were in perfect condition.
Can't tell you a thing about this exhaust. Exhaust sound is a personal thing and there are probably not sound files that you can listen to that will give you a hint of what they will sound like. Everybody seem to have a different opinion on what sounds good.

IMO I would look on the C-5 parts forum and see what you can pick up that is in your budget. You can post what you are wanting to buy, your price range and see what you get. I've read post from lots of folks on this forum that have picked up a popular CAT Back exhaust in you price range. By the way folks are usually selling them because they heard a different exhaust than they have and they want to change.
Be patient; you can buy used what you want and in your price range.
