I'm not quite sure what you are asking - ABS is the anti-lock brake system standard on all C5's. ABS cannot be turned off.
Traction control is also standard on all C5's - it applies brake to slow a faster spinning rear wheel, and can be turned off via a button on the console.
Active Handling (Option code JL4) was an option on mid-year 1998 C5's, and when Generation II Active Handling was introduced in 2001 - became a standard feature. Active Handling employs yaw sensors and if the sensors detect that the car is about to lose control or that the back end of the car is about to "come around" - it applies front opposite brake (opposite of the direction of the skid).
Active Handling can be turned off with traction control, or traction control can be turned off and Active Handling left on - known as Competitve Driving Mode. The state of Generation II A/H can altered while the car is rolling, where Generation I A/H has to have the vehicle stationary to alter the state of the system.
