I've always referred to it as a rocker panel or side sill. Your description sounds right though, but the price of that part number seems too cheap to me.

im pretty sure they are called rocker panels as well, ive noticed a lot of vendors refer to the vent screens of the z06 as "rocker panel styling screens" which are located on top of them, but I cant quite figure out where to find a GM part #...
