I got a 99 ragtop from the Chicago area for knowing that it needed some TLC. From the looks of the frame you can tell it was driven in the winter because the back 1/3 of the frame is rusted and has paint that shows salt corrision.
The very back of the frame in the middle is rusted to the point that it has flaked. But luckily with the exhaust removal it seems like I can get to all the bad spots.
Any suggestions of what I can do to stop the rust and paint the frame with the least amount of disassembly?
What type of paint should I use? Do I need to take it down to bare metal?

You might want to check out the C3 or earlier forums. Seems like a product called POR15 is popular for frames.

I have used POR15 with great success on several resto projects just be sure to follow the directions, and wear gloves, it really wont wash off your hands
