Another B0441 problem

Default Another B0441 problem

I checked the codes and am showing the B0441 code. I did a search and tryed the re-clocking of the actuator but that did not take care of the problem. I hooked the scanner to it and the lh mix motor is showing zero and is commanded 250. I got out the service manual and ran the test for the code. When I disconnected the actuator, the counts on the scan tool showed 136. I went to the next step to check the signal wire for short to ground. I am reading no short to ground and I ohmed the wire from the actuator to the back of the control head and it checked out good. I then checked the ground wire. The ground is also showing good and the wire is good to the control head. The next step was to replace the control head. I replaced the control head and cleared the codes and still come up with the same code. The actuator does not move and when I run the tests, it comes up the exact same way. I also noticed on the scan tool screen that the rh mix motor is commanded to 0 but the actual is fluctuating between 235 and 250. I checked G202 also just to make sure and it is good also. Is it possible that my new control head is bad? What else could I be overlooking? I'd appreciate any help you guys can give me.
