When I try to Power Brake My C5 it bogs down real bad and will not turn the tires. Any other time it runs very strong and will come out of the hole real quick and burn the tires. This is my first corvette and was just wondering what it could be.

just for s@#*& and giggles what would it mean if traction control is on
The traction control is there to help prevent wheel spin. By power braking and flooring it from there, it will induce wheel spin. Traction Control applies brakes to stop it.
You should not need to power brake to lite them up!! unless you are trying to make a nice and large smoke show and doing it to get rid of the last remaining tread. plus... that much of a burn out will heat the tires up to a point they may no longer be performance tires. getting them real hot causes internal tire problems and will change the amount of elasticity the rubber compounds have. its called heat cycling. and too hot and too much does bad things to tires. it is fun though!!! turn the traction control OFF. it will actually cut back the throttle, and apply brake pressure to the rear wheels forcing them to slow down and fighting the power you are attempting to push at them. not too good on any of the car doing that to it. but again.. if your getting new tires soon playing with the traction control off is FUN!!!!
