Yes, I have mine under the cover. So if I get an unfriendly trooper, I can say, "Oh sorry, I just came from a show".

Yep, it sure can. I have mine velcro'ed on so that i can easily pull it off if pulled over by a cop for no front plate. And yes i have had to do jusst that in the past and have gotten out of a ticket both times.
The old "Had a car show this past weekend and forgot about the cover being on" excuss seems to work.
