I would recommend the Wolf car cover made out of the Noah material. It is reasonably priced and does a very good job, I got mine from Summit for $149.95. The Covercraft Stormproof car cover is another very good cover, but it is pricey at around $300.
Whatever you get make sure that you request that the seams be backed with fabric or they will scratch the paint. I have a covercraft weathershield cover and I had to send it back to them to get the seams taped.
Another helpful thing is to get a dozen or so 3ft bungie cords and use two from wheel to wheel over the front and read and from mirror to mirror as this will hold the cover down in winds. Of course this will be a royal pia to put on and remove.
If you have the room I would suggest a shelter to park under. I got one for $299 and it keeps most crap off he car, but nothing is going to help you outside if it is usually windy.
Check these out: I got the smallest one which is about 10.5' wide on the outside. I take out one of the ribs during the summer to make it easier to open the door and I screwed some 1x12 boards across from side to side that I put the tires on to increase the holding power of the anchor system.
I'm no a big fan of covering a car outdoors. If you have a wind that blows "stuff" under the cover it just works like sandpaper. I'd save the money and put a good coat of your favorite polish/wax on the car and wash once a week.
The Wolf Noah cover works very well, keep my car clean all winter. The fit could be a little better though. A really stong wind will blow the cover off.

This is very accurate advice. I've heard far too many horror stories about using a cover, especially outdoors! The azzhat that sold me my car (Auto Trader) swore it was garage kept. The transport driver told me the guy lived in an apartment & had the car covered outdoors. I still have the swirl marks to prove it!
