Is it true that all C5's come with the CD changer harness in the car even if it is not ordered with the changer? If so where is the harness located and how do you get to it?

I don't think so. I've never heard of any C5s that had the harness, except ones that had the CD-Changer installed. But the harness would be connected to your car's wiring under the passenger floorboard. The other end would come out in the trunk, most likely in the middle storage compartment.
Unless there was a CD changer installed from the factory, or unless someone installed a rear CD changer after the factory and left the wiring harness in the car, then NO, NOT every car has the harness in - it goes from the pass footwell fusebox, down the pass side of the car -

I actually need the plug that goes into the factory changer and about a 6 inch section of the wires coming out of the plug. The previous owner cut the end off my harness for some unknown reason. I really don't want to strip out the interior to replace just the end of the harness. Anyone have a junk harness to sell, or know where I can buy the changer plug with pigtail wires?

I'm pretty sure you were told wrong. GM is not in the process of making things easier for their dealerships; rather, GM is in the business of saving $$$, and one way for them to do that is to not install un-necessary cables in cars.
I HAD a cable w/ the ends you needed, HAD it for about a year, and just recently sold it, or I would have given you a good deal on it.
I really do not want to replace the entire harness for just the plug end. Anyone else have a damaged/used harness with the cd changer plug end still on it? Thanks for all the tips and leads!

Funny this came up. A friend with an 00 vert was intending to buy a used OEM 12 disc changer. He thought it would be a no-brainer installing the changer since the Mid America cataloge lead him to believe that the plug in harness was already there. If you read their ad for the 97-04 OEM changer, it says "installation is simple, plugs into the existing harness".
Question is .....is the 12 disc changer prewire there or not ? Anyone know for sure ????

NO ! The one listed in Mid Americas catalog is being sold as a replacement part... not a new installation unit.
I thought someone had mentioned in the past that the C5s did come with the harness already in place whether the car had a changer or not. I know the Z06 cars did not have them unless owner installed.
Still, that's not bad odds...50%-50% for a C5...
OK, here's the deal. If your car has a CD capable stereo, there is pre-wiring. However, that consists of two plugs in the passenger footwell, next to the BCM. The harness for the CD changer plugs into these two plugs, and then runs to the back to plug into the changer. You still need to buy a harness, unless the car had the changer installed, either at the factory or afterwards. Not all C5s. Most 97-99s do not have the plugs in the footwell, the radio needs to be pulled to add an adapter.
Simple and quick solution.... Print out the above picture; buy some wires and pins from a electronics store; sodder and plug in till something comes along.

GM's built for the colder climates used to come with a block heater installed, if you ordered the option, they plugged the cord in!!!
