Im not sure if I completely follow, but if you're planning on installing the B&B then you might as well do that before you get tuned, even though a simple catback wont yield much rwhp over the stock Ti. With the mods listed you definitely want a tune to get your max potential.

I doubt you'd gain more than 10hp by replacing the Ti with the Bullets. You'd definitely gain a lot more in sound however. The 2 systems are very different.
I have the Bullets on an otherwise stock car and they're just loud enough... but with long tubes, it will be Nascar on the streets!
