The run flats are gone and AAA (Hawaii) is reluctant to plug a tire. I am forced to carry a tire plug kit. I also carry a can of tire sealant that I really don't want to use. This being the case I need to buy a GOOD ac *(screw-up here!) air pump. Something small, efficient and under $40. I don't want to be stranded on the side of the road for more than 10 minutes waiting for a tire to inflate. Any product suggestions or what criteria to look for ....?

Sorry, but this suggestion is one of those "good" and "bad" news situations. The GOOD news:
This kit combines both a compressor and sealant in one compact unit and the sealant does not destroy your tire pressure sensor. The BAD news:

I've got a D/C compressor I keep in the center trunk compartment. It's a Craftsman (my dad gave it to me, so I don't know how much it cost). I've only plugged it in once to verify that it worked, so I can't comment on its performance with a tire (and I hope I never will ).
I read elsewhere on the CF that you need to read the fine print on the tire sealant kits available. Even some that were mentioned prior as safe for TPS say in the fine print that they could cause them to stop working? I bought a nice plug and air kit from Fleabay that has a nice small comp. the plug kit, flashlight, gauge, and a nice the case with Corvette emblem that is compact. Haven't used it yet, but it seems really well made.
I bought the Slime brand tire kit. It came with a bottle of their green slime and a little compressor that works well. I'm not sure if I'll ever use the slime in the Vette though.
Bought mine at Wally World, $9.99 Campbell-Hausfield mini compressor. So impressed with it, I bought one for my other cars. Small, light weigt, and reliable.

All sealants will ruin the TPS's. Use a vulcanizing plug kit.

I have a Craftsman as well. One night came to the garage to find a flat. Hooked up the compressor and it re-inflated the tire in approx 10 mins. Able to drive to get the tire repaired.

I bought mine from Sam's Club last year. Has its own battery which can be recharged from 110V or from the car. Also has two lights within, one small and one main bright. Will also do air mattresses and etc.. I think it was like $30

Cheap enough to put one in every car; reliable enough to give an added sense of safety. Beats changing a tire (on a full-sized SUV), and definitely beats waiting for a truck to show up.
Thanks guys. You all have good suggestions. Think I'll do a little shopping this weekend. The Mercedes jack is a MUST with whatever pump I decide to get (Plugs, tools, & gloves are already in the cubby.). Let's hope none of us ever need them!
