If you want to call it a targa, that's fine. The glass (or painted version) of the top between the top of the windshield to the bar behind the seats unlatches and lifts off. It can then be stored in the trunk.

What about the longevity of other expensive components, are these cars expensive to keep up with, replace for repairs... how often should you do this this and this? If you got a higher mileage one or 60+k how much is a timing belt, what else do you have to replace and around when, also what does it cost? Also how about 1997 and 1998 Corvettes? I hear they have notorious issues that cripple the drive of people to buy them.
What "notorious" issues are those? I've got a 98 with almost 60K on it and so far the most (and only) "notorious" issue I've had was a clogged fuel filter.

The automatic with the perf axle is a decent performer. He should not discount them at all. For the money he is looking to spend, he can probably find a decent car with under 75K miles - if it has been taken care of it should have a lot of life left in it.
