then i have to press the button 2 more times for the positioning to complete...

I've had a multitude of weird glitches with memory settings, air conditioning vents, etc. fixed by disconnecting the battery for awhile and then reconnecting. If you haven't tried that yet, it's the first thing I would do.

Try resetting the memorized positions first. For the telescoping steering wheel, there are soft stops in the system. Drive it to the bottom by pushing the the switch several times, then when it bottoms, hold it for another second. Do the same for the upper position.
After all that, if it still does it, then clean the contacts on the connectors to the SCM, especially the 7 wire connector at the seat to car interface (Drivers seat). Be careful too as the car side connector are the male pins and there might be power there. One slip and you may create larger problems. Suggest you disconnect the battery just in case, but you will have to do the memory things all over again.
