my passenger side seat belt is locked and wont go in or out. Has this happened to anyone else and is there an easy fix or is the whole assembly required for the fix.

This was a common problem on the early C5's when the belt would fold over and jam because the belt was twice thickness. GM issued a safty recall to fix this problem. The dealer can look up your VIN and see if the recall was done. If not, they should take care of it at no charge.
Usually it is because it is twisted. I have taken the door sill off and the cover off and fixed it.
There is a TSB that does fix this, I think by putting a longer "housing" on it.
If you do take it to the dealer, watch out that they don't do the column lock recall. Any of this is trouble, just get a commercial CLB. There is a computer flash which adds a gas shutoff problem to the column lock problem, talk about adding insult to injury!
The GM recall installs an insert that only allows the thickness of a single belt into the take up reel. The jamming comes about due to a person pulling the belt all the way out and putting it into cinch mode. Once in cinch mode the belt has to retract all the way into the takeuup reel to release. If the belt folds over as it goes into the reel then it jams so it can't go in anymore and the cinch mode keeps it from pulling out. The one on my 97 jammed several times and my wife was able to work it loose in about 30 minutes of playing with it. The recall ended the problem.
