It is a solenoid. That prevents you from getting into 2nd gear whenever you're at 25% or less throttle and around 2000rpms in 1st gear.
Some people pulled a fuse, others said it didn't work for them. You can also try to get a "bypass kit". Do a quick search by typing in CAGs and it will tell you more that you ever wanted to know.
If I remember correctly it was designed so you dont have to pay a gas guzzler tax on the Corvette. On a C5 I believe its between 1900-2400RPM's in first gear that it will force your to shift into 4th. When I had my Camaro SS I think it was between 2100-2600 RPM's. You can get the eliminator to get rid of it. Here is a link if you want to buy one.
It had to do with avoiding the "gas guzzler" tax. It forces you to shift from 1 to 4 when you are in first gear between 14-21 mph (might be 14-19 mph). Anyway, buy a CAGS eliminator. Its just a little plug with a resistor that disables the CAGS feature that plugs in near the transmission. About $20.

GM installed it on the Vette, so that you don't have to pay Gas Guzzler tax on your car. Like the above poster said, there's a solenoid that prevent you from going from 1st to 2nd in low RPM. There're few things that you can do; if you select not to do any mods to your car then you would have to shift at a higher RPM; like above 3K. There're lots of vendors who sell a by-pass kit that you can plug in to disable the 1-4 shift. You can also make the kit yourself by adding a 2k ohms resistor to the connector to fool the computer.
