If the light previously worked OK, then 99.9% of problems relating to headlights going up or down correctly are because of the plastic gears used in the motors. Not an uncommon problem at all, as the teeth on the plastic gear get worn down/stripped or even crack. Brass replacement gears are sold by a few vendors and are not difficult to install. Some have also had success with simply "turning" the gear 180 degrees and reinstalling, since only half the gear wheel is sort of used, but the same thing will eventually happen again, so while you have it apart...

Before you take the headlight motor out, see if it will move at all when you grab the round part that the manual **** (for raising/lowering) is attached to, because is is secured with only a few small metal tabs and these can loosen. Sometimes that is the problem, so first try to tap down the tabs so the motor is secure against the gear mechanism.
