Depends what you are referring to. If you mean a tune up in the old school sense then yes, basically it is just switching out plugs and maybe wires, oil change, filter changes.
However if you mean "tune" now days it means going into the computer and tweaking parameters according to the mods you have done to your car.

A good tuner might be able to squeeze out a little more HP but generally speaking unless you go with headers and or a head and cam package it may not be worth the $400-$500 for a tune in my opinion.
Aren't there many things that can be changed with a "tune"? Or am I thinking of a programmer? Things like changing the shift point of an automatic. Changing the on/off settings of the cooling fans, etc.
I did a tune right after my headers/xpipe/catback/vararam/air bridge at MTI (GA) and Reese was able to squeeze out an additional 15hp and 20ft-lbs. In addition the car was much more stable and runs cooler (he included a 160tstat and fan adjust at 190).

I agree that you might gain a few ponies, but probably not enough to justify the cost. Now if you put more performance mods on the car, then a tune would be a very good thing to do.
