I received a quote today from a reputable painter, who told me it would be $1,000 to paint my two lower rocker panels where are the stone chips seem to occur and my front bumper that is scraped from driving on these wonderful Wisconsin roads. Does that sound like a fair price?

BUT if you know that this shop's work is very good, the extra money may be worth it. The front facsia repair/refinish probably accounts for than half of the estimate.
If I were you, I would go with the best shop I could afford.
Hard to make an estimation without seeing how much damage you have. I got an estimate for just the front clip to remove rock chips.....$600 if no blending and $1500 if it needed blended with the hood and front quarters. That was from a respected and reputable painter.
