2003 Owner Manual, etc
Another thing my 2003 Z06 is all the information it comes with (owners manual, commemorative cd, black binder, etc). Am I missing anything else that the vette would come from the factory with?
Also is their a site where I can insert my vin and see everything about the cars, options, etc?
Also what mods are recommended best bang for the buck and what has been the stock best Q/M for these cars from other owners..... Also please welcome Q/M with slight mods....

I can not answer most of your questions, but I can tell you if you go to your local Chevrolet dealership they will give you a print out of all the options that came with your car.
They can also give you a print out of everything that GM has done to your car as far as repairs and recalls. As far as the owners manual, mine is missing the CD, and I think there is a flashlight and pen that is supposed to come in the leather cover with the Z06 emblem on it and a small pad of paper with the Z06 emblem on it too.

C5 RPO codes
Ya , the flashlite and note pad, VHS, warranty booklet, tire gauage ,but no pen. Check out this website for the RPO codes (that are located on the inside of the glovebox) identifications http://home.fuse.net/corvette/rpo.htm

I have an extra VHS tape, I bought one, it was opened, and then got another still wrapped, 20 bucks if you want the open one, I'm missing the pen and tire guage, I have the note books, black folder with the emblem on the front, and the books.
If you want to know what options your car came with find the RPO codes there either on the glove compartment door, or the counsil door its just a decal, with all the numbers.
Or you can get a build sheet, I bought one and had some duplicates made, and laminated, same thing with the window sticker, got a reproduction from the Corvette Museum, website, I think it was about 40 bucks
