New rocking seat problem...
I have power seats with memory option, and use the "easy out" option that slides the seat all the back and telescopes the steering wheel in for getting in and out of the car.
I noticed that my seatbelt wasn't retracting and first thought it was a bad retractor.
I also noticed symptoms of rocking seat syndrome.
Then I noticed that the seat belt wasn't retracting because the seat was actually impinging on the trim around the belt when it moved all the way back. Lifting the seat and looking underneath, the problem was soon appearant. There's a plastic bracket that joins part of the seat movement rods to the track assembly. It had broke clean through. Grabbing and moving the seatback showed that the whole seat would move a bit, which is another clue.
I got a whole new track assembly on GMPP's dime and they are not cheap. Don't know if the bracket is available as a part or not. Seems like a high stress area to me, very surprised it was plastic. Wouldn't be surprised if other people run into this problem.
