The best way, if you don't have access to an air compressor, is to buy a long handled tapered lint brush like this one:

Of course you will have to jack up the front end but you will be shocked by the amount of debris that falls out. Just be gentle so you don't crush the fins.

Go to Graingers or any HVAC supply store. They sell spray cans of coil cleaner. Spray it on, wait a few minutes, hose it off. If you have compressed air, you can also blow it out after you've rinsed it. It would be a good idea to lightly brush down and loose or larger debris before you clean it with the coil cleaner.
