I dunno about his console....but mine doesn't flip up like they're supposed to.
After we bought the vette - we thought it was kinda hard to open. Our nephew has an 02 and he showed us this quick touch flip method to open it on his. Ours doesn't do it. It just barely pivots off the side and you can't even open it the whole way. Something is messed up with it (hinge). I haven't looked at it closely enough to take notice what's broken.
One of these days...we'll dive into it. But...got the exhaust and clear corners coming first.

This is a common problem. The hinge is a two stage affair. Oil it up and it should work fine.

Lubrication won't work if it's busted. Mine was missing two of the rivets that keep the little arms together on the hinge. Bought a used hinge from C5R 427.
To get it apart, you have to pull the console out. There's two nuts hidden under plastic caps towards the back (under the lid) and another two hidden under the plastic piece the traction control button is in. That piece will pry straight up...just held in with clips. You may want to undo the wiring clip for the gas door switch. Four small nuts hold the hinge onto the console from underneath.
Shouldn't take more than 10 minutes to swap it out.

It's been a long time - but I was going through my old e-mails and thought I'd update.
I took the locking mechanism to WIZARD lock locally and had them key the lock for me. THat was about $25. To install - we took the center console completely out - made it much easier to work on. While we had it out, we installed the hinge also. Everything works great.

I didn't know it was a 2 stage hinge because mine has only opened on the first stage since I got the car. I just put some WD on it and Presto! It actually opens all the way. And I thought it was the only design flaw of the car. Now its perfect.

Its not a design FLAW, it was built that way by design to allow the driver to reach into the console, open it up to the first stage, take out whatever and close it with an open cockpit car. It will keep whatever is inside from blowing out. Some owners keep papers and such in the console.
