I am a new owner (99 vert Stock). Is it typical while at a stand still, stepping on the accelerator and it take what seems like forever to hear the results from the mufflers (probably at most a second)? Is this because it is all stock or some computer chip setting? Is that what these chips that I see on eBay do?
If you car is completely stock then it is normal. IMO the stock exhaust sounds like crap. You need to chang out your exhaust if you want to hear it or put some headers or a cut out on it. And I dont know of any "chip" that will make your exhaust louder.

By the one second lag I believe you are referring to throttle response.This has nothing to do with your exhaust but is due to that fact that you have an electronic throttle.You can't do anything about the lag.
I have a M6 and I am questioning the throttle response sitting still at a stop light or stop sign. Just revving the throttle. That is the lag time I am referring to. Push the peddle (SITTING STILL) and the time it is pushed till the time it makes the rpms increase.
