I'm just going to take a guess, and say maybe to hold the targa top when placed in the back if it still fits, and you would have to slide in som other kind of bracket to support the top...? Just a thought, I really do not know.
If that is for the targa top, and it probably makes sense that it is, I wish GM would have found a way to store the top flat like that from the get-go. When you're on a road trip, it's kind of a pain if you want to take the top out because the angle it sits at limits your ability to put luggage underneath the top. This would give you a lot more space under the top (although you'd lose some space due to the rear bracing bars, so it might be a wash).

Yep. For the top. Notice that the nubs are gone from the floor.
The new mounts are where the studs will go. The top will sit flat, with area under it for luggage.
The only thing I dont like about it is the carpet is cut out to the edge.
When we do em, we set the assembly in, cut the carpet around the bar, slide it up the bar, then weld it to the frame, slide the carpet down, and viola, no cuts in the carpet!
Other than that, real nice piece.
I really like how its bent in the middle of the hoop, to better fit the top of the car. Thats nice. I may have to try that......
