My driver side headlight points substantially lower than the passenger side headlight.
I need to adjust it.
I have removed the bezel and can access the adjusting screw
1. Is there a special tool for its plastic cog shaped head?
IF not what is the best tool to use to rotate it?
2. Do I rotate clockwise or counter clockwise to raise the horozontal point of aim?

Use a T-15 torx driver for the middle of that wheel looking stick. But you can also use a 1/4 inch socket over the entire end and that will work even better. Spray some wd-40 in there first where it connects so you wont brake it.
Not sure of which way to turn but you will find out pretty quick.
