The lugs can be removed without removing the center cap. The center cap just snaps in and can be removed from the front, but it is a lot easier to remove the wheel and push it out from the back of the wheel.

Check to make sure that the wheel lock key is in the car first.

Had to call Amcor who made the locks for GM.
They gave me some deaership names in my area that should have a set of masters. Found a Pontiac Dealer who had them, They removed them for free.

If you are installing new wheels and tires .....
Who is gonna mount the tires .... if you don't know how to jack up a Corvette to change a wheel/tire ... you are certainly not gonna be able to mount a tire.
A new wheel/tire combination needs to be spin-balanced on the car. The days of static balancing of tires went out about the same time as tie-dyed T-shirts
Take the car to a good tire shop and have them mount the tires on the new wheels, spin-balance them, and also check alignment unless you KNOW the alignment is good.
Do it right .... get a professional to put new wheels/tires on the car. Please .......
In my business, I do work for a lot of new car dealers. Almost nobody spins wheels on the car anymore. Places like that are rare and probably older shops. The state of the art places now use wheel balance machines that do road force simulation. They work great and if you have a problem with one of their balances, your car has other issues. The place that I had my alignment done at does race suspension development and prep for GM's race cars, Phoenix Automotive in PA. They use a road-force balance machine. Their balance job on my car is good for at least 150 mph. I know, I checked.
