how can I find out what options are in a vin?

You can find your RPO tag on the underside of the lid of the drivers side rear compartment. That tag will tell you every thing about your car. To decipher those codes, check here ===> 98 C5 RPO Codes

So a dealer can run your VIN though and tell you what RPO option codes it has but there are no 'consumer' sites online that will do that?

I'm just trying to find the RPO list on this VIN

Not that I am aware of. The tag for the RPO codes on later model C5's is on the Lid of the Glove Compartment. From the sound of it, you don't have the car near you to inspect?
