In fact that temp is so low, it almost (not quite) seems like a celsius rather than Fahrenheit reading. When thoroughly warmed, mine also runs around 200F.
So, either he's having an oil temp sending unit problem, OR his temp is about right for driving in 10 degree weather. OR, his engine hasn't had time to warm up to full operating temerature.
When fully warmed up, and that takes a fair bit of driving, preferably on the highway, the oil temperature should be slightly higher than your coolant temperature.

The temp your oil is working best for you is between 219 - 230 (F). 200-205 (F) on the highway is normal. Not sure if you are running "C" or "F", but I am guessing that your oil temp is probably fine.
