Took the wife for a ride to michigan to look at the fall colors,we stopped in kalamazoo and had lunch at a tgifridays when we came out a pickup was pulling away and it looked a little close to the front. Upon closer inspection she backed into the bumper,put a big scrape in the front plate plug and about 4 , 4-inch long indendtations in the bumper maybe 1/16 deep. My question is can they be filled before painting or will I need a new bumper?

Probably can be filled in before painting...did you get her tag number and can you fill in a little of your profile?

Use a quality bumper repair epoxy filler like 3M Automix and you can fill the indentations quite sucessfully before repainting. If they are real minute there are some flex putties on the market that you can apply to the original paint after sanding properly.
