Rubbing Noise

hello again everyone. heres the problem... when i put the car into reverse it sounds like the passanger rear tire is rubbing against something. the sound is not constant when i am reversing. Its as if there is a spot on the tire and everytime the tire rolls on that spot i hear that rubbing kinda sound. any ideas?

Maybe the Hand brake is not releasing all the way ? I know mine is hung up a little but I will wait to fix it when I put my drilled rotors on.

when i put my new slotted and drilled rotors on my e brake shoes were hung up i just sprayed the piston with pb blaster and pulled the handle a couple of times and walah.
now i use my e brake quite often to prevent it from happening again
