I'm far from a mechanic but after doing a search, what I think is the air bridge isn't fastened down. What do I need to do to fasten it down (the two plugs aren't through the holes)?
if it won't seat down on the mounts than something else must be out of adjustment. did you install a Vararam or other aftermarket intake? mine didn't want to sit where it should for a while after installing mine. if it feels solid it isn't going anywhere and won't hurt anything. but if its sitting higher than it should you may end up ripping up the hoodliner. looks like the C5 logo on the bridge touches it even when in the stock location.
Most aftermarket airbridges don't even have provisions for the those 2 push-pins, so no, it's not really a problem. As long as the clamps to the throttle body are tight, it'll stay put.
Mine hasn't been attached to the upper radiator shroud for many years. No big deal.

If you look closely at the pins - you'll notice that there is an outer plug that penetrates the top of the radiator housing and a pin that is in the center. Take a small screwdriver or awl and lift the center pin up and out. Position the airbridge correctly - it has to be aligned and perfectly straight. Once it's straight, push the outer plug into the holes and then push the pin into the outplug.
I have an aftermarket airbridge - with no provision to utilize the pins, and if you don't get it in, I wouldn't worry too much. As Y2Kvert4me stated - as long as the clamps are tight and in place at both ends (air filter housing and throttle body - there's really no place for it to go.
Install the grommets into the ears on the air bridge. Apply some white lithium grease (or your favorite product) onto the pegs and push down on the grommets. It should easily seat and make future R&R much easier as well.

I filled the holes with plugs on mine don't need them.

just push it down hard one side at a time
having it locked down will prevent rubbing of the hoodliner

You should be able to just push down on the air bridge over the grommets and it should seat. If not, you may have something that is not quite lining up right. Check and make sure the front is seated on the grommets that stick out from the front frame rail.
