Google WV Dept of Motor Vehicles -- contact them and ask about their state's temporary tag policy and costs. Then call your stat'e DMV and ask what's required to register a used car bought out of state.

As for the title, if "the bank" has it, do your transaction with the seller at "the bank" and get the title in your hand before leaving -- with the seller's signature notorized by the bank's notary official. At the same time, draw up a simple bill of sale, and fill out an odometer reading form -- both signed by the seller. You may need them when you register the car in your home state.

Every state has different rules. In sum, check out both states' requirements before finalizing the deal. Good luck.

Have him contact the bank that has the title, have them order up the title when the bank gets it go to the bank with him and your check to pay it off. If he has anything coming back the bank will cut him a check for the differance! As far as the plates go i would just take plates off one of your other cars
