I did see the recall on the steering lock and talk to thr previous owner yesterday and he told me the recall had been done on the steering wheel lock, and I did call the dealership and they also tole me by VIN # my car had been done.
But...........
now all of a sudden, the steering wheel lock is lockiing everytime I remove the key.
Should it lock or NOT be able to?

My understanding is that the latest fix will prevent the column from locking. If it was the initial recall for this problem, then yes, the column will still lock. I highly recommend just spending $50 or so and get a column lock bypass. Install is simple and you won't have to worry about the problem again.
Sorry about the profile, I will update it.
Car is a 02 Z06, and I was thinking when the recall was done that it would not allow the wheel to lock, I guess I was wrong.
There are several revisions to this recall. Only the last one removes the locking plate on manuals. GM will only do one recall, UNLESS a Dealer determines your column is locked due to a failure of the recall, then they will re-do it. A lot of Dealers want to charge after the first recall.
You can always take it to a Dealer and see if they will remove the locking plate. All they can say is no. These recalls are so complicated, I might have missed something. Maybe you are entitled to have the locking plate removed? Anyway, GM is stopping all free recalls on this after early ( Feb or March) 2008, so if you are going to try to get a free recall, do it now.
I do agree that you should install an aftermarket CLB and be done with it, though.
