Not in the traditional sense.

Yes, the fulcrum point of the stock rocker is a (needle) roller bearing.

The contact point at the valvestem is not.
A "true" roller rocker uses a roller at the the tip (point of valvestem contact). This is done to reduce side-loading of the valve and reduce guide wear.
