I have an 01 A4 Coupe and do 98% city driving, ususally during rush hour and I get 18.8. This is a daily driver. When I hit the interstate you can watch the mileage incresae.

Maybe you should try to reset the average when you're on the highway?
Because you are mixing highway(lets say expressway) with city driving that is brining your average down. 20mpg sounds about right , especially during the cold months as the car will idle higher and longer if you are warming it up ( I see you are in IL so I feel your pain ) If you went on a long road trip all highway miles you would see that mpg increase a good deal.
