Aaron, I'm no bodyman but I gotta figure the time it would take for someone to cut, shape and glass that in, paint it, etc, you're talking $1,000-$1,200
Just know what some of my stuff cost me so this is just a edgemcated guess
BitViper, VetteHunting was kind enough to PM me the link regarding that hood (and that Corvette). Enough people have been asking about it that it definitely warrants linking it here.
If you scroll down about 1/4 of the way through his picts you can see how he did it, and about 1/2 of the way through are some more shots after it's been glassed.
The actual cost would probably be in the glassing and cleanup for the sides, as the rest of the material seems to be the original hood cut and pushed down.
I'm actually looking into doing my own custom hood, probably similar to that. If I get the chance this weekend to stop by the body shop that worked on our Barracuda, I'll ask the shop owner what he'd expect to charge for doing that kind of work to a stock 'vette hood.
Just stopped by the body shop, showed the owner some of the photos, he said the full job for something like that would be around $1500, that's including all bodywork, prep, and paint. Based on previous work done by that shop for us on various cars (including my '86), about $500-600 of that is probably the paint cost.

hell.thats actually cheaper than the price of an aftermarket hood...By about 500 bucks!
Now imaging with ducts like this blended into the hood in from and mabey thoes slots in teh rear to let air out...Hmmmmm
